The problem with the President

According to the BBC the President Bush won't address the Canadian Parliament "apparently because of the risk of being heckled."

I think Bush would be eaten alive during Prime Minister's Questions in the UK. Is Bush so precious that he can't take a bit of heckling? Does he need to live in a bubble where no one criticizes him?
